Our Exchange engineering team has done extensive rounds of testing with Exchange 2007 and has created an online sizing tool. It is very useful for answering the questions that you have. It also can take into account things like LCR, CCR into the sizing of the server.

Key resources for sizing Exchange 2007 are RAM and Disk. Becuase Exchange 2007 is 64-bit it can make good use of memory above the 4 GB level, which was a limitation in the 32-bit Exchange 2003. This additional RAM actually causes fewer I/Os to be sent to the disk, becusae more information is cached. Many people are also moving to support larger mailboxes with Exchange 2007, which can also affect performance. So - With Exchange 2007 there are new factors to sizing a solution that were not involved in Exchange 2003 sizing and using the tool really help out.

Thanks for sending over the detailed pictures with the specifc failure scenarios you are testing. There are two issues that I found:
1. To test more than one failed component at a time is not really fair. The probability of having multiple failed components at the same time is less than having an entire site failure. Usually testing is done to ensure no single point of failure.
2. The switches that you are using are entry level non-managed switches - the PowerConnet 2716. I would recommend that you use a higher class managed ethernet switch. (Of course it does appear from your testing that the switches do work in normal use).
